1.  Go To Control Panel -> System And Security -> Under System Click Device Manager

2. Expand Ports -> Double Click Communication Port(COM1) -> Port Setting
Change The Following
Bits Per Secs. : 128000
Flow Control : Hardware 

Click Apply

1. Window Key + R -> Type gpedit.msc -> Go To Local Computer Policy

2. Administrative Templates -> Network -> QOS PACKET SCHEDULER > Double Click LIMIT RESERVABLE BANDWIDTH

3. Click Enable Then Set The Value of Bandwidth To ZERO = 0

2. Administrative Templates -> Network -> QOS PACKET SCHEDULER -> Background Intelligent transfer service -> Double Click MAXIMUM NETWORK BANDWIDTH THAT BITS USES

3. Change The Following
Click Enable 
Limit BITS Transfer rate : 0
FROM : 12 AM To 12 AM 
Check Use All Available Unused Bandwidth
OR 
Limit BITS Transfer rate : 0

Click OK

1. Window Key + R -> Type gpedit.msc -> Go To Local Computer Policy

2. Administrative Templates -> Network -> Background Intelligent transfer service -> Double Click Limit the maximum network bandwidth for Bits background transfer

3. Change The Following
Click Enable 
Limit BITS Transfer rate : 0
Check Use All Available Unused Bandwidth
OR 
Limit BITS Transfer rate : 0
